Theodore Randall is a participant who, through hard work and unwavering determination, transitioned from living in the woods near a cemetery to being safely housed through Permanent Supportive Housing. His journey is a testament to the powerful impact of collaboration between a motivated individual and a dedicated support team. 

When staff at HSP first met Theodore, he was homeless and staying in a wooded area in Taneytown. Shannon McHale, Homeless Outreach Case Manager, recalls their first meeting: “The temperature was unbearably hot, yet he still walked over a mile to meet with me. It was clear from the beginning that Theodore was committed to turning his life around—even while facing a battle with colon cancer.”

Shannon discussed shelter options with Theodore, and after completing an intake with Coordinated Entry, he was offered a bed at the Adult Only Shelter. From that point on, Theodore remained focused on his goals. He worked closely with HSP staff to replace essential documents, including his Social Security card and driver’s license, and scheduled all necessary appointments for his cancer treatment. Within weeks, he had reestablished his identity, engaged with the courts via Zoom, and was added to multiple housing waitlists.

Theodore’s primary goal was to reunite with his daughter. He requested a two-bedroom apartment so they could live together once she was released from foster care. During a tour of a potential home, his only concern was whether his daughter would be happy there. He took pictures to share with her and was thrilled that the apartment was near a playground and within walking distance of a school.

Several months later, Theodore’s housing opportunity arrived. He moved into his new home—and shortly afterward, his greatest goal was realized: he was reunited with his daughter. Shannon reflects, “Theodore’s motivation and determination are truly inspiring. He never gave up, and today he’s thriving because of it.”
