Scott Yard, New HSP Executive Director

Westminster, MD - The Board of Directors of Human Services Programs (HSP) of Carroll County, Inc. is pleased to announce the appointment of Scott Yard as the organization’s new Executive Director. HSP is a non-profit Community Action Agency, founded in 1987, to fight poverty in Carroll County.

"Having done an exemplary job over the past four months, in the role of Acting Executive Director and because he shared a well-thought-out vision for the future of HSP, we deemed Scott to be the best candidate for the position.", said Robert Miller, President of the Board.

Scott Yard has more than 10 years of experience working in human services positions in Carroll County. He started his relationship with HSP in 2016 as Director of Emergency & Prevention. In July 2018 Emergency and Prevention was combined with Shelter and Housing and Scott became the Director of all three core programs. In late July of 2018, he became HSP’s Acting Executive Director.

HSP gives hope, inspires change, and provides opportunity by mobilizing the community in the fight against poverty. Each of our eighteen programs was created in response to an unmet need in our community. We believe that with the right support, everyone can embrace hope, make meaningful changes, and take advantage of opportunities that will lead to a fulfilling and self-sufficient life.
